Things with alpha seem to be safe from the gloss invasion. Note that it will also make Maxis eyelashes shiny, but not alpha eyelashes.
This detail can be found in skin details>forehead. As you can see, my sim, Princess Sugarlump, is shiny from head to shoe! Basically, it's meant to be played around with, see what effects you can achieve by combining different CAS items. I've noticed that Maxis clothing does not get affected either. It can also possibly make clay hair shiny, but it does nothing special to alpha hair.
With this skin detail, your sim will be shiny all over! It is a rather tricky detail, though, as the specular maps from certain clothing or accessories will make this effect more matte. Ever wanted to be shiny? No? Well why not?! My friend, it's time for you to get shiny.
